The Career Service Examination Professional and Sub-professional

The Mandate:

The Civil Service Commission was conferred the status of a department by Republic Act No. 2260 as amended and elevated to a constitutional body by the 1973 Constitution. It was reorganized under PD No. 181 dated September 24, 1972, and again reorganized under Executive Order no. 181 dated November 21, 1986. With the new Administrative Code of 1987 (EO 292), the Commission is constitutionally mandated to promote morale, efficiency, integrity, responsiveness, progressiveness, and courtesy in the Civil Service.

The Basic Qualifications:

Anchored on Sec. 3 and Sec. 6, Rule II of the Omnibus Rules Implementing Book V of Executive Order No. 292 (The Revised Administrative Code of 1987), an applicant for any type of eligibility granted under special laws and CSC issuances must meet the following basic qualifications:


A. Citizen of the Republic of the Philippines;B. At least 18 years of age at the time of application;
C. Has not been found guilty of crime involving moral turpitude or of infamous, disgraceful or immoral conduct, dishonesty, drunkenness or addiction to drugs;
D. Has not been previously found guilty of offenses relative to, or in connection with the conduct of a civil service examination; and
E. Has not been dismissed from the service for cause

The Two Types of Civil Service Exam? Taking the Professional level qualifies you for both first-level and second-level government positions. This gives you a wide range of options from clerical work to technical, managerial positions in the government. Keep in mind that examinees for the Professional level must be graduates of a four-year college course.

On the other hand, the Subprofessional level only allows you to take jobs in first-level government positions such as clerical, administrative work. Unlike the Professional level, examinees who have less than four years of college education can take the test under this category.
